On September 11, 2001, many FBI employees joined other responders at the scenes of the deadly terrorist attacks at the World Trade Center, the Pentagon, and Shanksville, PA. Throughout the course of the response, investigation, and cleanup, their dedication rose above and beyond the call of duty.

Their selfless work, however, may have come at a highly personal cost. Many who worked at the 9/11 sites currently struggle, or may in the future, with physical and mental health ailments attributed to exposure at the sites. To extend access to health monitoring and medical services for individuals affected by this exposure, President Obama recently reauthorized the James Zadroga 9/11 Health and Compensation Act of 2010, which gives those personally affected and their surviving family members another chance to seek assistance through three separate programs.

On these websites, employees and former employees can find information on program eligibility, verification documents, benefit details, the application process, and frequently asked questions. These federal programs are open to all those who responded to one of the four sites, including the Staten Island Landfill, and those who worked in the New York Field Office or lived in the New York City Disaster Area at any time between September 11, 2001, and July 31, 2002.

I strongly encourage all affected FBI employees and former employees to explore the three programs and, if eligible, enroll as soon as possible. The FBI is making efforts, including working with retired employee associations, to identify current and former employees who were assigned to these sites and alert them to the available benefits. If you know of any former FBI employees who might qualify for these programs, please pass this information along to them.

The World Trade Center  Health Program (WTCHP) 
The 9/11 Victim Compensation Fund (VCF)  The Public Safety Officers Benefits Program (PSOB) 
WTCHP provides free health screening, monitoring, and treatment for those who responded to the 9/11 attacks in New York City, the Pentagon, and Shanksville, PA. Medical conditions covered include certain cancers, respiratory diseases such as asthma and chronic cough, digestive disorders, and mental health conditions such as PTSD. Employees who worked or lived near the World Trade Center between September 11, 2001, and July 31, 2002, can also apply.  VCF provides a lump-sum payment to designated family members upon the death of an employee who suffered chronic illnesses related to the 9/11 response. This payment is determined by defined variables and cannot exceed $339,881. Also eligible are FBI employees who acted in a law enforcement capacity and those who took part in rescue, recovery, and cleanup efforts at the World Trade Center, Pentagon, and the Shanksville, PA crash site. The VCF eligibility standards are based on those set by the WTCHP. The PSOB provides a death benefit to the eligible survivors of DOJ Public Safety Officers whose death was the direct and proximate result of an injury sustained in the line of duty. This one-time financial payment is also available to Public Safety Officers determined to be partially or fully disabled as the direct and proximate result
of personal injury sustained in the line of duty. Like the VCF, the PSOB eligibility standards are based on those set by the WTCHP.

How can I get a Letter of Verification?
Current and former FBI employees involved in the 9/11 response efforts will need a Letter of Verification from the FBI that affirms participation in these assignments. The HRD Call Center will provide those letters and will mail one to a requester within five business days of the request. Former FBI employees can request a letter by emailing or calling the HRD Call Center at (202) 324-3333 Monday through Friday, 8 a.m. to 6 p.m. ET.

Who is eligible for VCF?
VCF provides benefits to individuals, or their beneficiaries, who worked at any 9/11 crash site during the period between September 11, 2001, and May 30, 2002, and sustained
a physical injury or have been diagnosed with an illness as a direct result of work at any 9/11 crash site.

How do I register for VCF?

Who is eligible for a PSOB claim?
Eligible beneficiaries for PSOB benefits can be spouses, children, designated PSOB beneficiaries on file with the agency at the time of the death, or surviving parents. Eligible children include any biological natural, out-of-wedlock, adopted or posthumous child, or stepchild who is 18 years old or younger. Children between the ages of 19 and 22 may be eligible if they are full-time students at the time of the officer’s death, and children
 
over 18 who are incapable of self-support at the time of the officer’s death due to a disability may also  be eligible. 

Can I receive compensation from both the VCF and PSOB?
Beneficiaries of FBI employees who are eligible for VCF and/or PSOB benefits can receive up to $339,881 from the programs combined.

Are there deadlines for filing a PSOB claim?
PSOB regulations provide that a claim must be filed within three years after the date of the individual’s death or one year after the receipt or denial of any benefits payable by the officer’s agency, unless the time for filing is extended by the Director of the BJA for good cause shown. For 9/11-related deaths, claims must be filed by December 18, 2020.
